From what I know about the video, the bear was up in a neighborhood tree, so they tranqed it to make it fall. The bear was apparently okay, and was relocated.

It's actually something that was left on the trampoline. When the bear hits the trampoline the object shoots up and then comes back down. You can tell this because the bear and the object fall through the plane of the trampoline at roughly the same time.
