The new measures would also bar North Korean ships suspected of carrying illegal goods from ports worldwide and widen an arms embargo to include supplies of small arms.

I mean it can't get much worse. Pyongyang is practically the only livable city in all of DPRK and I think they'll still be fine.

Not really. The proceeds from the exports weren't going their way before, they'll continue to not go their way now. The ruling class might start tasting a little bit of that desperate poverty, but I'm having trouble feeling upset about that.
