I basically need to know how to blur out part of a frame. Like a face or an exposed titty or something.

I'm using Premiere Pro on a PC. If I have to use Final Cut Pro, then I will. I find it odd that none of my literature, including the Preimere Pro Bible tells you how to do it?

Anyone know?

There has got to be a way to do it or something similar in Premiere Pro. It doesn't have to be blurred. If I could key frame and track an alpha channel overlay, I'd be happy too.
