At first I believe they said it wouldn't, but then apparently (based on a preivew I saw recently) they added it in later.

i dont like that the game is emphasizing puzzles more than actual fighting...at least it has creative use of the touchscreen

I too read before that the game would have neither Slow or March Speed and felt disappointed. Then not too long ago I read the game would actually have VFX Slow. One of those vids at NintendoInsider showed it off.
