Jeux-France says VFX is for both PSP & GC, but doesn't mention if the pics are from a particular version. I know next to nothing about VJ, so I have nothing to add.

No, VFX Battle was always a WORKING TITLE. It was recently confirmed as Battle Carnival which the US release will likely also use. These are also Japanese scans, so your point is moot.

The website Nintendo Insider has confirmed that the name change for Viewtiful Joe: VFX Battle to Viewtiful Joe: Battle Carnival only applies to Japan for the time being. Capcom told the site that, for now, the game is still known in North America and Europe as Viewtiful Joe: VFX Battle. Capcom did not rule out the chance of a future name change, however.

Pass. I was able to get the GC version of the original for cheap and I now notice that Joe 2 for GC and PS2 are $19 everywhere you go. I'll get it when I see a mint used copy for $15 or less.

It's safe to say that this will do better than VJ2, seeing as how this will be a Smash Bros.-style party fighter, which tend to do well on the Gamecube.
