For the Presidential debates, you're not allowed to have a written speech. For whatever else, you can. I hate Bush, but let's be real, one video was improvised and the other was rehearsed and recited.

Provide one single piece of evidence suggesting that the debate between Bush and then-governor Anne Richards allowed pre-scripted speeches, or even that the candidates were aware of the questions beforehand.

As Mandark alluded to, you all are going to have to come up with some evidence. I know of NO debates where the candidates read preselected text from a telepromptor and our aware of the questions beforehand. It totally defeats the purporse of a "debate".
