Imagine if you will a city unlike any other, on an Earth not so different from our own. Like any major metropolitan center, this hustling, bustling place is home to politicians, doctors, lawyers, teachers, scientists, businessmen, office workers, housewives, policemen, firefighters, children, criminals, and the homeless. It faces the same daily problems that any metropolis would: traffic accidents, crime, poverty, overcrowding, budget shortfalls, power and water shortages, taxes, elections, and health care crises. It is a city plagued by some very familiar problems except one.
Every citizen in this city, from the poorest slum-dweller to the wealthiest corporate honcho, has strange and unusual powers and abilities not to mention an alter ego and costume. The citys entire population, right down to the household pets and even the vermin, has superpowers, and robots and monsters walk the streets while the skies are filled with flying cars and winged creatures. In a city like this, where each John Q. you meet on the street could at any moment shoot death rays from his eyes or level a building, how do you maintain order? How would you police such a city?
Welcome to Neopolis.
Constructed shortly after the end of World War II, the enormous multi-tiered city of Neopolis was designed as a permanent home for the ever-increasing numbers of science-heroes, sidekicks, heroines and villains that had burst into existence in the previous decade. When the war ended, these superbeings, with their fantastic powers and advanced technology and robotic creations, found the global demand for heroes and villains to be lacking, and so when they came to Neopolis they sought to resume normal lives. Bringing these powered beings together in one place solved some problems but created others, especially when the inevitable marriages and partnerships led to a massive surge in their numbers in the 1960s. By the 1980s, Neopolis had become a pressure cooker overpopulated and underfinanced that conventional policing methods could never hope to contain.
Then in July of 1985, a miracle happened. Officials of Neopolis were approached by representatives of an alternate Earth who proposed that the city accept jurisdiction of an interdimensional police force, protecting many alternate Earth cities facing similar problems as Neopolis. An agreement was struck, and Neopolis found itself under the protection of this interdimensional law agency, headquartered on a parallel Earth known as Grand Central. The Neopolis outpost of this agency, referred to as Precinct 10 (or Top Ten, as it is more affectionately known), recruits its members from the general populace of the city and surrounding areas, as well as from alternate Earth dimensions. It operates much like Earths other police precincts, but with one major exception: like the citizens they have sworn to serve and protect, the officers of Top Ten all have powers and abilities, and are more than capable of dealing with Neopoliss exotic brand of criminals.
This is the world of TOP TEN.
Its been called the Hill Street Blues of the superhero world, though that description hardly does this masterpiece justice. Written by legendary acclaimed author Alan Moore (Watchmen, From Hell) and illustrated by talented artist Gene Ha, the Eisner Award winning series Top Ten is a bold and imaginative take on the world of superheroes thats unlike any other. It stars a wonderfully diverse and unique cast of characters, each lovingly brought to life by Moores dialogue and Has pencils, dealing with the sort of everyday problems faced by our normal police men and women - albeit with a superhuman twist, of course. Moores intertwining stories are sharp and clever, with just the right amounts of social commentary and humor to be relevant, and deal with a variety of issues great and small, from domestic violence and gangs to drug trafficking and child abuse, all in a straightforward manner. And Has artwork simply has to be seen to be believed. Forgoing traditional superhero art for a more realistic style thats almost European in its approach, each panel is packed full of rich detail and to many fans delight cameo appearances from characters of almost every comic and science fiction series ever produced. Its nothing short of incredible.
Its been over a year since I first picked up both volumes of Top Ten, and even though Ive read through each of them at least a half dozen times since, I cannot bear to put them down. In my opinion, theyre just THAT good. The stories, the artwork, the dialogue, the setting, the characters; it all comes together beautifully to form one of the most perfect graphic novel packages available today. I honestly dont think I can find a single bad thing to say about this series, and for a nitpicking fanboy like me thats saying a lot. If you liked 'Watchmen' or some of Moore's other works, or if you just like comics in general, or even if you only used to like them, then you owe it to yourself to check out 'Top Ten'. This series belongs in everyone's collection.

Robyn Toybox Slinger
A rookie straight out of the Neopolis police academy, Robyn is the newest member of Precinct 10. Through her fresh eyes, we the readers are introduced to the world of Top Ten. A normal human, Robyn commands a small army of robotic toys and gadgets, all armed and pieced together from spare parts and broken junk. They once belonged to her cop father, now retired and living with Robyn as he struggles with Alzheimers disease. On her first day, Slinger is paired with
Jaafs Macksun, aka Jeff Smax
Picture a 9-foot tall, muscle-bound Smurf with a severe attitude problem, and youve got a good idea of what Smax is all about. Jeff is superhumanly strong, practically invulnerable, and can emit powerful energy blasts from the handprint on his chest. Hes also got a huge chip on his shoulder, and his bad attitude and forceful tactics constantly land him in hot water with his superiors. Jeffs former partner, Willie Beaumont (aka Stochastic Fats), was recently murdered.
Duane Dust Devil Bodine
Duane is just your average, old-fashioned cowboy albeit with a futuristic twist. Clad in his ten-gallon hat and duster, worn over a suit of techno-armor complete with oversized metallic cowboy boots, and wielding a par of powerful 12-shooter pistols, Officer Bodine patrols the streets of Neopolis with the attitude of a seasoned pro whos seen and heard it all. And, increasingly to his chagrin, he patrols those streets with his partner
Pete Cheney, aka Shock-Headed Peter
This Howdy Doody lookalike is a real piece of work. Able to generate powerful bolts of electricity that cause his skull to glow through his skin, this antennae-wearing cop is a force to be reckoned with (unless youve got a cup of water handy). But while Petes powers may be spectacular, his personality is anything but; Officer Cheney is a redneck bigot through and through, and too much of a dumbass to realize that his ignorance is alienating his fellow officers.
Irma Wornow, aka Irma Geddon
A self-proclaimed patriot with very conservative views, Officer Wornow is a walking, talking tank of destruction. Wearing a bulky, outdated exoframe thats bristling with weaponry (including thermonuclear missiles!), Irma is one of Precinct 10s heavy hitters, and one of the last things any criminal wants to see during a raid. Shes also a devoted wife and mother, with an unemployed precognitive husband and two darling daughers. Irmas partner is none other than
Sung Li, aka Girl One
A bio-engineered construct with enhanced strength, amazing agility and reflexes, and a bodacious figure that only fanboy geeks could dream up, Officer Sung Li is one of Precinct 10s most well-liked and capable officers. Her specially designed skin can display any number of colors, shapes, patterns, and images at HD digital resolutions, giving Girl One chameleon-like abilities as well as hiding her greatest secret that she is, in fact, completely naked.
Det. John King Peacock Corbeau
One of Precinct 10s finest detectives, John Corbeau is a Yadizi or devil-worshipper who shares a special bond with Melek Taus, aka Satan. Through this connection, King Peacock is granted superhuman abilities including enhanced strength, agility, and the power to commune with all matter and thus deduce the weakness of any person or object. Though Satanism is legal in Neopolis, Johns religion makes some of his fellow officers uncomfortable. Detective Corbeau is partnered with
Det. Syn Jackson, aka Synaesthesia
There are strange superpowers, and then there are STRANGE superpowers, and then theres Synaesthesia. Detective Jackson is blessed (or cursed) with the gift of synaesthesia; that is, her five heightened senses perceive the world in wrong ways. Hearing smells, seeing sounds, tasting touch; as strange as it sounds, these talents give Syn a unique perspective at crime scenes, making her an excellent investigator. Together, she and King Peacock make an incredible investigative team.
Sgt. Kemlo Hyperdog Caesar
Now this guy, is a real dog and I mean that literally. Sergeant Caesar is a hyper-intelligent, talking canine a Doberman Pinscher, to be more precise. When on duty, he wears a bipedal humanoid exoskeleton that grants him all the functional mobility of a normal human, as well as the ability to generate bursts of electric energy. As one of Precinct 10s ranking officers, Sgt. Caesars primary responsibilities include issuing patrol assignments and giving the daily briefings.
Sgt. Jackie Kowalski, aka Jack Phantom
Another ranking officer at Precinct 10, Sgt. Kowalski typically handles ongoing, unsolved cases with her partner. As Jack Phantom, she has the power to render herself intangible, phasing through objects and becoming impervious to harm. Jackie is an admitted lesbian with a one of guys mentality that makes her easy to get along with, though her sexual orientation still draws mixed reactions. Its a wonder then that she gets along so well with her current partner
Lt. Cathy Peregrine Colby
Second in command at Precinct 10, Lt. Colby tackles administrative tasks while working ongoing cases with Jack Phantom. A normal (albeit very muscular) human female with no powers, Peregrines winged costume grants her the ability to fly, and its razor-edged feathers can be used as effective weapons in combat. A born again Christian, Cathy is happy married to a wealthy husband, and her religious beliefs play a pivotal role in her daily life, though they dont seem to affect her work relationship with Jackie.
Capt. Steve Jetman Traynor
Steve Traynor is the commanding officer at Precinct 10. In the 1940s he was Jetlad, teenage sidekick to a high-flying aerial squadron of WWII heroes, taking to the skies in a custom-built fighter jet named Beauty that he still pilots today. A capable and experienced leader, Steve respects and cares deeply for the well-being of the men and women under his command, yet continues to hide potentially shocking details about his personal life from them.
Joe Pi
When one of Precinct 10s finest falls in the line of duty, they receive an unexpected and unwelcome surprise in the arrival of newcomer Joe Pi. A transfer from Parallel Nines precinct, Joe is a robot (or post-organic, or Ferro American) armed with the latest cutting-edge technology and software. At first, Joe gets a cold reception from his fellow officers, but quickly wins almost everyone over with his exceptional police work and rapier-like wit. Joe also bears a striking resemblance to Mazinger
Bill Bailey, aka The Wolfspider
The leader of Precinct 10s SWAT team, Bill Bailey is also in charge of the departments lab facilities. Having lost his legs in a teleporter accident, Bill dons a hi-tech, multi-limbed suit of power armor when on duty. Extremely durable and heavily armed with energy weaponry, the suit also shields Officer Bailey from radioactivity and toxic materials, making him one of the departments unofficial HAZMAT handlers.
Det. Alexei Glushko, aka The Spaceman
It comes as no surprise that Detective Glushkos unique gifts make him Precinct 10s best interrogator; as a telepath, Alexei is able to read another persons thoughts and feelings like an open book. He can also project his thoughts onto others, speaking in their minds, and can read a crime scene by picking up psychic residue. An alcoholic due to the stress of his job, Glushko lives with a chimpanzee named Tanya that also displays the same telepathic abilities.
Harry The Word Lovelace
Harry Lovelace is a man whose abilities make him perfectly suited for his role at Precinct 10: hostage negotiator. Because when hes speaking as The Word, the individuals Harry addresses are compelled to obey his commands, even against their own will. If youve ever read Preacher, or are familiar with its hero Jesse Custer, then youll recognize this power and know just how useful it can be.
Dr. Sally-Jo Jessel, aka Micro Maid
Dr. Jessel is Precinct 10s resident medical examiner and forensic pathologist. As Micro Maid, the space-age suit she wears allows her to control her physical dimensions, giving Sally-Jo the ability to shrink down to microscopic size; this power grants her an unprecedented level of access to her autopsy subjects. In a pinch, her shrinking abilities can also be turned on others, though Dr. Jessel is not exactly cleared for police work in the field.
Sgt. Hector Monsoon Lopez
As the desk sergeant at Precinct 10, Hector Lopez is in charge of booking arrests, dealing with the public, and handling dispatch requests. As his nickname implies, Sergeant Lopez seems to have some weather control powers, though he never sees any action throughout the entire series. And his costume, it must be noted, is one of the ugliest ever conceived; a fashion disaster covered in weather map symbols and nearly every color in the rainbow.
Jenny McCambridge, aka Multi-Girl
If theres a traffic accident or a dirty job at Precinct 10 that needs attention, then you can bet that Officer McCambridge will get called in to handle it. Thats because, as her nickname implies, Jenny is able to split herself into at least four beings, each with her own abilities: fire control, flight, superspeed, and size expansion. Multi-Girls costume would indicate her powers have something to do with the bodys chakras, or vital points of energy according to Eastern mysticism.
Janus
The lovely Jan is the switchboard operator for Precinct 10, handling incoming emergency calls and relaying messages to and from officers in the field. And what makes them so good at their job, you ask? Well, as their name implies, Janus is quite literally two-faced; one body and one head, with two faces front and back, with their own separate consciousness and personality. Like many sisters, they are often at odds with each other, bickering and competing to be the first to deliver vital information.

Well, as their name implies, Janus is quite literally two-faced; one body and one head, with two faces front and back, with their own separate consciousness and personality.
