In terms of size of impact it has to be big - other wise don't bother. See, Wario64's got his own thread about his - you need to aspire to that.

Ok on to the second question. What program do I use to skrink a gif? Preferrably a freeware program i'm not going to go out and by a program to use it once.

All avatars are forced to a width of 90 pixels, so your avatar cannot have an aspect ratio taller than 3:4 (120pixels high when displayed).

In other words, no larger than mine.
