Will Smith is an actor that dabbled in some rap, and he was shit at it. Listen to the lyrics without the catchy backing tunes, and you get some cringy listening.

I don't think there is a comparison for "best" when it comes to Pac, Biggie, Nas, Eminem etc. They're all so distinctively different, it's not fair to really compare them. They stand on their own in different ways.

This is a joke thread, but early Will doesn't get recognised as real hip hop because he was clean and has mass appeal. Not too dissimilar to Hammer in that regard. But people enjoy his stuff and he made money. Even Jay-Z said he stopped making more technical stuff because it didn't sell.

But the fact is that everyone and their mother knows the Fresh Prince theme, he did the theme songs for some of his movies, and as you've got certified all time classics like Summertime.

He's not 2pac, but early Will stuff deserves more credit than it gets.
