Winter Episodes of Shows

Why is it that every TV show seems to take place is perpetual summer even if the supposed location of the show is in an area where its cold and snowy during much of the year?

Eh, I'd say at least 30% of the episodes take place when it's snowing. I think almost the whole first season took place in winter, as well as most of the second.

Because most shows shoot in California. Same reason all shows that shoot in Vancouver or New York are always rainy and grey.

Doesn't it cost a ton more money to shoot in the rain? Protecting cameras, different make up, length between takes to reset and stuff like that?
 
Most show shoot during the winter/ early fall don't they? That combined with the shooting in LA doesn't leave much of a chance for snow.
