The UTC timer shows the time past the hour on the streamer's computer, so compare it with your own time to establish the amount of lag, and duly compensate.
 
If I'm understanding it right, UTC shows the current time in the hour at that point so you can see how much lag there is.

When it reaches an hour it'll roll over. People around the world have different times but (almost) everyone will have the same time past the hour.
 
that can't be right. Mine is rising like a normal clock. It adds one second every second. That can't be the lag

Sync your time internet time, then compare your time to the time on the clock. I'm looking at about 15-18 seconds of lag which is better than it was when the stream started (22-26)

Look at your minute. Then look at his. Then look at his second. Then look at yours. The difference is your stream lag.

It's not about how fast it rises, it's about how far behind the time is. Compare it to your computers time (which should probably be synced to the real time by internet), or google the exact time to get a proper fix on the lag.

Edit: 22 seconds in the UK with slightly dodgy Wifi using Twitch for iOS. The streamer is in Aus right? Guess it doesn't make much difference seeing as it's going through Twitch.

29 seconds here, but i noticed that different quality affects the delay for me (like source is the least delay for me)
 
Woah, I think I have only a 13 sec delay.

I just synced my time with the Internet just to be sure it wasn't a few seconds behind or something.
Wtf? This is like the best addition yet. Now all the idiots who don't know shit about stream lag will.
