There's still a high chance we'll toss the MB or use it on a useless pokemon.
So I'd say it's better to wait to have actually catch anything good before risking going to the death box.

Also, wow at any Pokemon being able to be released. I wonder what the streamer would do if both Lapras and Bird Jesus were released? Would they load state/reset the game to before they were released, or would they let the stream continue as is? I'm inclined to think the latter, but losing the most necessary/strongest Pokemon like that would be a hell of a detriment...
We're deliberately skipping the Seafoam Islands. Articuno's worse than Zapdos in-game anyway, so if we mess up on Snorlax, that's the next best option.
How are they going to beat Lance? I guess given enough time we could get Air to learn Ice Beam.

Pidgeot is higher level, I don't know what the second one is that you're referring to. Snorlax is a better pokemon than anything they have anyway. Lower level or not, his bulk is insane.
Snorlax hits like a brick shithouse and takes forever to kill. It also has an awesome level up movepool. It's a great option.
(Thundershock also hits two of Lance's Pokemon supereffective anyway)
Air is our best option either way.

If you think that's bad, check out Rhyhorn's level-up movepool. Leer AND Tail Whip (On a Pokemon with no tail nonetheless).
They don't really need bulks, pidgeot has that. Digrat is fast and has all attack moves, which is probably going to be better than slow snorlax headbutt (no flinch) or resting all the time.

Zapdos is basically a "oh shit we didn't catch Snorlax might as well capture something else" option. We probably can't do it, but it's good to try if we have no other option.

Level-up movepools were the absolute worst in RBY.
You're not taking into account base stats. Raticate is garbage and won't dent anything at the E4, Pidgeot's seems bulky because he's overleveled but that illusion will be gone at the E4 as well.
Because Fire types are useless at this point, and Zapdos can defeat Lorelei on it's own.

Just thought I'd point out that to get to the Power Plant for Zapdos we'd either have to go back through Dark Tunnel twice or attempt the Ledge outside Cerulean again...

Can you even revive the helix fossil in Gen 1 with a full party?
There's actually a really great grinding spot in Cinnabar Mansion; the wild Ponytas give tons of experience and are weak to Water. It's where I grinded up all my underleveled Pokemon when playing Red.

Cinnabar mansion and Gym are rife with Fire types, that'd be the best place.

Nope, i think we are going for Zapdos.
Ratica will dent things because superfang = half HP, and it's fast enough to get to use it. It also gets STAB from normal moves. It not being strong enough doesn't matter as much because all of its moves are attack moves, so it is easy to grind to level 67.

Exactly. Catch Zapdos, level up Air and Gastly/Drowsee.
Main team for E4:
Zapdos (tbolt/thunder, wing attack)
Pidgesweep (Fly, Quick Attack)
Air (Ice Beam, Surf, Strength)
Haunter/Hypno (Night Shade/Psychic).
