Pidgey doesn't appear in Gen 3, 4, or 5. Maybe post-game in 4 and 5, I can't remember.

It's not available in RSG in the wild. Pidgey appears around mid game in DPP. But the true God, Starly, the best starter bird ever, is in that Gen.

Pidgey is totally absent in Gen V outside of trades or the version exclusive White Forest.

iirc, you get given fly automatically after clearing the 5th gym. We don't have a choice in getting it or not.

I think you have the chance to pick it up from someone outside Chuck's gym on Cianwood, as long as we don't speak the girl outside it we should be fine. I think?

Yes, I realize the consequences, but with the amount of backtracking in Jhoto, it is just crazy.

I think you can avoid Fly. You have to talk to the gym leader's wife I believe.

No You have to talk to the woman outside the gym to get fly. As far as I know, she doesn't automatically give it to you unless it if it's she chases after you if you try to leave the island which seems too convoluted to do that
