Oh, I love Mega Blastoise's design. I meant it was shit in the sense that he got little over the original when in comparison to the other two. Mega Venusaur essentially loses his weaknesses against Ice and Fire while significantly bulking up, and the Mega Charizards can wreck your team depending on whether you predicted the right one or not.

I just looked that up the other day. Seems weird to me, since "overused" would imply being used too much, and vice versa for "underused," but instead they're just tiers. Like, if the "overused" tier is legitimately better than the "underused" tier, the labels don't make any sense.

I think they are named that way because the tiers are based on usage rather than rating the pokemon. Not sure though.
