IMO this is kinda redeeming for CBOAT.
IW/Respawn are all about gameplay smoothness. I can totally imagine a scenario where Zampella went to EA/MS, said they need to drop res and texture quality, but were refused.
Game looks like ass and still runs like ass. Second Son is out pretty soon and MS doesn't have anything graphically to compete. Quite sad.

GB obviously wasn't playing in an environment where they were able to have the benefit of the cloud. I'm sure that would have eliminated this issue.
Seriously though, I think people are making a mountain out of a molehill with this. Jeff described an occurrence that in all likelihood is fairly rare. While not ideal and the screen tearing is actually more of an annoyance, I think overall this isn't going to be that big a deal.
So how many launch reviews are going to ignore framerate issues I wonder?
