Just what the name implies. The instance slot and effects file could very easily be named "Tetra," but they're not.
Why would Sakurai make up a Toon version of Sheik when Tetra exists?

The only things he made up in Brawl for the characters were the final smashes for the most part.

Because Toon Sheik would be a fairly simple clone and Tetra would require significant effort. Toon Zelda (and her transformation) would obviously be a low priority character. For all we know, the "canonical" explanation offered in Toon Sheik's trophy description could be that it's actually Tetra paying homage to an old Sheikah legend. She'd play like Sheik, but she'd have Tetra's sword at her hip, Tetra's winking pose, and maybe a few other references in her costume design. We'll never know. I just think it makes much more sense that "Toon Sheik" -- an oddly specific name -- actually means Toon Sheik.

We've found things like a text file that listed all music in the game, including ones that aren't in the game, as well as character-specific victory jingles (like Meta Knight's, but for everybody).

Among those files, we've found 7 character files - Dr. Mario, Roy, Mewtwo, Dixie Kong, Toon Zelda, Toon Sheik, and a file that was called pra_mai, which usually is considered being Plusle & Minun. There's no other Nintendo character or sensibly fitting word in the Japanese language, which while the character name is not outright stated, it's pretty much sure it was supposed to be that pair. The character files themselves were empty, but through indirect means, we learned that some characters were further in development than others, but ultimately, it doesn't matter.

For some reason people started calling them Forbidden 7, why forbidden beats me.

And that last one is debatable, as is Toon sheik vs Tetra.

In all seriousness, at this point you'd need a dev kit to get a peek, and I doubt someone who could get it through official channels would like to deal with the legal action from Nintendo for reverse-engineering their software under a contract.

Making it a clone doesn't require them to create a Toon Sheik. They could easily have made Tetra play like a miniature Sheik.

You're joking, but this is actually exactly why nobody really cares for breaking down the Wii U.

Captain Falcon's move set was generic enough to work for Ganondorf. It's not the best portrayal of the character, but it's just punches and kicks. Nothing stands out as being explicitly against Ganondorf's nature. Sheik is a ninja who moves around like a spider, throws needles, and vanishes. She's probably the most traditionally "Japanese" character in Smash Bros., and none of that works at all for a Western pirate.

And the fact remains that the character files are called "Toon Sheik." Nobody else has a bizarre code name for no reason. It doesn't matter how weird it might seem that Toon Sheik doesn't technically exist in the Zelda games -- all we have to go by are those file names. Anything else is pure fantasy/assumption unless Sakurai comes out and tells us what his plans were.

Despite the rules, nobody really cares about them, this issue is always overlooked on this site across many threads and more specifically in Nintendo community threads. Even after a few members have been banned, they still don't care and repeat this. This is coming from someone who's dealt with a lot of this nonsense for a while here.

Also, not SmashGAF IRC, but a lot of people who control the IRCs on this site (not NeoGAF official IRC either), but more particularly the Nintendo ones tend to also be a part of AnimeGAF where stuff like "Waifu" and pervertedness is pretty much the main discussion, so these same people who have more authority across the IRCs influence others and in the threads, usually in Nintendo game threads. IntelliHeath isn't like this, however.

I'm with you, I didn't come to these threads to see fetishism and lust for 2D characters, or referring to women's breasts as "talent", which is incredibly annoying to see, but there really isn't much you can do about these people I'm afraid to say. They'll do it regardless even if a mod steps in and tells them no, they simply do not care.

What you're basically saying is they can make up a whole playable character that doesn't exist. Making up moves is completely fine. Changing the design a bit to match the style or the rest of the roster is fine. Making up a character is way too far-fetched.

Well put. One problem though... The ignore function doesn't mask posts when they're quoted, so it is very hard to escape it all. :/ Suppose I'll have to get used to it if I want to be part of a Smash community that isn't totally awful.

I've made it a tradition to always play as Mario first. He's supposed to be the average guy in all things, which makes it easy for me to get used to the speed and physics of the game.

I played as Samus for the first time in Brawl. I hadn't actually played the game yet because of the infamous Wii laser glitch; much to my behest. I then found out, further to my behest, Samus played quite differently in Brawl. Floors were wiped with myself.

Toon Sheik is no more made up than Twilight Princess Sheik. One just has scrapped concept art to work from, concept art that, I will remind you, was not known about until after Sheik was revealed for Brawl.

Samus is just too slow. One of the few times where an Other M influence would be good.

Mac looks like tons of fun, Mega Man is Mega man, Marth is the Smash character I've played the most, and the other two just look new and interesting.

That's changing/updating the design of an existing character.

We really need some Zero Suit Samus up in here.

I've resigned myself to the fact that it's going to be dumbass high-heels samus, but don't care, I need my main back.
 
Does anyone want Toon Sheik? I'd be a little peeved if we did because Tetra is awesome and a perfect fill-in for Sheik in the toon series.

I think creating a Twilight Princess Sheik was a stretch to be honest, there was, as you say, no other direct equivalent. They'll probably keep her having opted for more of a Twilight/OoT-esque Zelda than SS Zelda. Tetra does make complete sense though, and I think most people with common sense would agree.

I am going to main the fuck out of Villager. Animal Crossing is my favorite Nintendo series by far (save for maybe Smash!) and I was always peeved by Sakurai discounting him as a playable.
