She is but trainer Red's default team is all male. Since the stream had a single day since the end of TPP Red to implement the hack into Silver, he probably either didn't think to import the Red version team into Gen II to check genders, or forgot to make the change when altering trainer Red's team.

Which is a shame because otherwise Burrito's Attract would have worked, and we would have seen if love really could bloom on the battlefield.
