all that means is that there's a minimum catch rate of 45 and it can't go lower than that so if anything several Pokemon will be easier to catch

In this run? No. When a Pokemon evolves, it has a chance of keeping the same ability or switching to the others 75 possibilities (at least in the randomizer run).

Volt Absorb is pretty rad, especially on a pokemon weak to electric. The AI sees the type weakness, but not the ability, so every electric type is going to be completely free to Hyperbug.

Yeah but he'll become Flying/Bug, so it is still very useful in keeping him safe.
