There are two things here that aren't easily visible. GIF is slowed down to 1/3 speed during the new Back Airs.

One of the changes is a new Back Air. Lucario does it twice in the GIF. The first time is right at the beginning. The second time is on Luigi getting a KO. This new Back Air seems to have more start up lag (and a new animation), but seems to have more power as a trade off.

I was trying this out in Brawl with the same damage percentage for Luigi and Lucario and making Lucario use its Back Air. It was not a KO when Luigi was standing on the left part of the center diamond on Final Destination. It was pretty bad. Though Lucario does get an aura buff in Smash 4, it still should have killed Luigi easily at that percentage in Brawl. It also required a sweet spot in Brawl which made it really bad to use.

The other change is a faster Forward Air. You can easily miss it since it happens only for a short period of time. It happens right before Lucario does the Back Air on Luigi. That's a welcome change.

I think that red attack that lucario does is not specific to him but rather a new element for the game where you can get a random critical hit (like 30% hit), a new element just like tripping in brawl but this time critical hits. I might be crazy though and i wonder, if saki does this, will it be a good thing for the game.

It indicates a really strong hit that will most likely KO the character that got hit. It is not a critical hit.

"2013/11/29: Pic of the day. A red-black effect now appears when you're hit by a strong blow. It'll only appear when you have high damage, so when you see this you're in trouble--and you're probably about to get KO'd!"

The effect has been explained in the PotD - it's just a visual effect for when you hit someone hard enough that they're pretty much guaranteed to die. Much like in Melee (and PM) when you hit someone really hard and they made a different "get hit" sound effect that indicated it.

Speaking of which, I hope they bring those back. It was really weird how they were in Brawl's code but never actually used.

I hope they at least keep Game & Watch's Judgment the way it is. It's pure random ridiculous fun! Plus balancing the 9 hit would be pretty tricky if it wasn't random.

Especially since even on the off chance he is in he'll probably be Other M-ified.

Out of curiosity, does PM have those enabled for new characters? I've exclusively played Brawl for so long I forgot those even existed in Melee!

Yeah. As I mentioned, all the SFX were actually on Brawl already, just unused. Maybe there was a bug in the code or something? In any case, every character has the SFX in PM.

Mew is there, I don't think the rest are, though. I think it's safe to assume it didn't include every Poke Ball Pokemon.

I have to go look up a video or something then. I don't follow PM but that'd be a weird source of nostalgia for me.

That was the only generation 3 movie I liked. I haven't watched any since that dreadful Temple of the Sea movie though.

The fact that it is red means "Player 1 performed this strong attack that might cause a KO, it will be player 1 who gets the point."

Nah, but there is a different effect (a bright colored flash over the KOing player) that indicated when a player gets a point.

Smash 4 has a lot of nice visual effects I guess is what I'm getting at.
