He doesn't make any sense in the recording. He sounds confused about what her race is even is. Racists will make up their own rules to appease themselves and that's what comes across in the audio.
At this time the NBA needs to disassociate themselves from him, either to protect themselves, the Clippers players, and the broadcast partners they work with. It's best for all involved.

Sterling will just get a PR team to minimize the damage, saying "hey I'm not racist, I have a black/mexican GF", an improvement over "i have a black friend" defense. Also the NBA has little power over Sterling since he is one of Silver's thirty bosses,not the other way around. Any type of penalty is probably something that Sterling would agree to just to make it seem that that NBA is doing something when in reality nothing will change.
