Why have we all decided that the rat guy in the suit is a pedophile?

I didn't think we were doing anything unusual, I figured that's what he was supposed to be.

Didn't you watch Arthur growing up? (this is somewhat of a sarcastic question since I don't even know if it was shown outside of the UK)

I know the post wasn't to me, but - no, considering the show didn't even start airing until I was almost 14.
I did read some of the books it was based on though.

I had read some of those books when I was younger, and I didn't even find out they had made it into a cartoon until years after it started airing, since by the time they did I was past the point where I would have been in the target audience for it.
