Assuming OP isn't dicking around for dumb GAF responses. A touch can totally be a good sign or indeed mean nothing at all. Look for other things such as inviting or uninviting body language, is she preening, flirtatious, and laughing at your jokes? I think people are less touchy today, and it's more of an old fashion gesture during communication. So I'd say it's a positive, although, I think you should be able to tell if it's just very friendly or not.

If you're interested, ask her or out. Whether or not all the signs are there. Better to at least ask her out than chicken your way out through excuses by over analyzing every sign that may or may not be there. It's not like you guys are close friends or anything. You have nothing to lose.
