Just want to point out the driving mechanics were developed with the team that are responsible for the Driver series aka Ubisoft Reflections.
I'd argue that Ubisoft is taking Watch Dogs in the opposite direction of GTA. I know there has been moments in the GTA series where it got quite serious, but for the most part (especially GTA V) it was rather over-the-top and characters were rather goofy as you put it. Watch Dogs is trying to be more "realistic" and down-to-earth, though that isn't to say we won't have strange characters.
Just look at the drug trip side missions, that alone points out that Ubisoft want to offer a bit of a zany approach to character interaction. Problem is right now we are seeing snippets of gameplay and people aren't personally handling it, so you can't really form a proper opinion on the title.

Still, it is a cross generation game. A lot less man power and budget for the previous gen consoles I imagine than what R* had.
Hype has deflated a little since it's initial reveal, game still looks fantastic on the PS4 though. Looking forward to picking up once I return from my travels.

That's actually one thing I'm curious about. With GTA V (and of course inFamous as well if we are talking open-world) they focused on two consoles only, so the team wasn't as "stretched" in a sense. With Ubisoft and Watch Dogs, we've got five console platforms - each of which has varying specs and three of them are rather "old" in tech sense - and the PC platform which fluctuates depending on user specs.
Taking this into account, it definitely seems like the focus was pushed to new-gen/PC what with the E3 2012 demo focusing on what "could be next-gen" at the time, and now seeing the 360/PS3 versions. At the very least though, the past-gen versions weren't "phoned in" like we've seen with Titanfall, but it does make me wonder whether there was any point to continuing development on X360/PS3. I guess Ubisoft, like other publishers, were caught out by how quick new-gen uptake was and had figured it would be worthwhile.

Okay now that is just not adding to the discussion. It is pretty clear it isn't "borderline early Xbox 360 graphics" as that is just plain impossible and entirely false. It isn't as good as GTA V, but it still looks good.
Lighting&textures are shitty, aliasing everywhere, framerate looks horrible.
This game never should have seen the light of day on last gen consoles. Too bad that profit always comes before quality.
What am I supposed to be seeing?

Holy shit, the 360 version looks absolutely terrible. Everything that's more that five feet away from you looks like it's from a PS2 game.

The brightness is all over the place and there seems to be some capture issues, but it still manages to look pretty damn good.
Perhaps not as good as GTA5, but it's pretty close in my opinion.

when you beat the infamous: SS you can change the time to "noon", where the lighting is a bit flat. it still looks much better than watch_dogs in a similar day time.

360 version looks pretty good, lighting is terrible but so is every other version. GTA5 looks a lot better overal.

I don't know, it looks pretty close to me. Maybe I need to boot up GTA5 again to remind myself how it looked, but from memory, I wouldn't say it's significantly better than the WD footage (issues with the capture notwithstanding)

I still remember being in awe at how good this looked back in the day. Couldn't believe the PS2 was pushing those visuals in a world as big as San Andreas.
Sadly, UPlay doesn't support pre-loads.
