The original funi dub made it sound like before goku transformed, Frieza was only using 1% of his power, IIRC.

Before transforming into a SSJ, Goku was keeping up with frieza at 1/3rd of his power. He even forced Frieza to use half of his power to block a 20x kamehahema.
