Aren't Greg and Colin pretty close to Shu though? I really don't think they would do this unless they were really sure. I mean they are doubling and tripling down on it on twitter by retweeting multiple times and saying bets lost prior to E3 and whatnot.

You act like Guerrilla had a full team working on the game for 3 years. Just because a second game is in development, that does mean there's an entire team working on it. They probably had like 5-10 guys doing brainstorming and concept art. The real work probably started when Shadowfall was finished.
