The only people who overrate England are the English themselves (and occasionally the Scots, Welsh, and Irish due to their Inferiority Complex with England).

Every other nation (except maybe the US) sees them as the second-rate team that they really are.

Can't speak for the other home nations but I don't think many of us Scots have rated the English team for near two decades. For what it's worth, the past two tournaments have had low expectations for the English team which is nice as the media is a lot less insufferable as a result. except ITV maybe, but I don't dare turn on the volume with them on so I don't know.
