That's because booking is not a act of revenge but a attempt to contain. If the game is contained within limits there's no need to book everyone. That's really important in modern football, also in order to keep the speed up, as well as using the rule of advantage (when still in possession when fouled against you).

But they aren't. Btw your English isn't bad at all, rather the strategy/tactics difference is understood by few people.

Imagine that you determine that in order to win you have to wear a certain player down, remove him from the game in general.

One tactic could be to keep him running after the ball, try to isolate the region you are playing in to keep him busy.
Another tactic could be to trick him into committing a foul so he is sent off.

To put it more precisely, tactics are the methods used to accomplish your general strategy. In other words tactics can change while the general strategy remains the same.

Both are methods to achieve an advantage over another party, but tactics are micro management and strategy are macro management.
If that doesn't explain the difference I really recommend a dictionary or encyclopedia. lol
