Because European number 14 (say, Sweden who didn't qualify) is whole lot better than CONMEBOL number 7 (Venezuela). A seventh CONMEBOL team would add almost nothing, neither would a 6th African team, or a 5th (?) CONCACAF team.

He was banned for 10 matches the last time. Unless biting people repeatedly warrants declining punishments he should be banned for more than the previous time.
