Going off of Brawl's cut characters, Dixie (not sure how much of a clone she'd be), Toon Zelda, Tetra (not sure if she'd be a clone), Dr. Mario, Roy, and Plusle & Minun are good picks.

I'm inclined to agree, only because F-Zero GX was essentially perfect. Like the shark, it may not need to evolve any further. That said, a Dolphin-level remastering for Wii U with 30 player online multi would be the best bet.
A Falcon spectacle-character-action-fighter would be great. He could get a Bayonetta costume similar to how Bayonetta got a Link one.

Captain Falcon probably has the most fitting Final Smash in the entire game. It's the only attack that actually ties him to the F-Zero series.

No yeah I get that part. But you can have that without the move sucking. ie Drive the Blue Falcon around the stage, pick f-zero cars up as items and throw them at people
