In any of those two stages could you stand on the ship cannon things underneath?

Yes. In Melee, you could definitely get down to the cannon in front. But it would charge up and fire occasionally, so if you camped there, you eventually got blasted off stage.

You could also destroy the lasers to prevent anyone from hiding out down there, but typically it meant losing a stock because it became very hard to get back up.
