Lip is definitely not the most "who?" character, especially considering the fact Lip's been indirectly represented in Smash since Melee with her staff as item, and her theme in Brawl as well.
Plus, it doesn't matter. We've had Japanese-only characters before with Marth (prior to Smash at least), Roy and Lucas. Takamaru is one of those characters as well. Or Prince Sable who seems to be considered being a possibility for a retro character.

The expectation is for a retro revival character - the Punch-Out Wii game alone disqualifies Little Mac for that role. Though I'm not sure if that criteria will be met for this game; we do already have a reasonable amount of newcomers from that point in time.

Because he wasn't reinvented for Smash, his design came from his own series. People wanted something off the wall like Ice Climbers or Pit getting pulled from the grave and having a little bit of Sakurai planted in them.

First, who says we will only get one retro character?
Melee added Mr. Game & Watch, Ice Climbers, and arguably Marth.
Brawl added Pit and ROB.
That's 2 retro characters per entry so far.

That, and Little Mac has been in a game recently, the Wii entry to the Punch Out!! series, from which he also uses the design. He's about as retro as Palutena at this point.

As much as I'd love Snake as DLC, I really can't see it happening. I don't know how licensing works, but I don't see Nintendo going out of their way to license Snake without getting something in return.

I agree with you with Little Mac's "classification".
As for retro characters, I see them as characters who had the peak of their popularity prior to the 90s. Palutena certainly does not qualify for that, while Little Mac might, though I feel like his recent Wii game (and Sakurai using that recent game's design for him) kinda disqualifies him. Plus, of course, retro is not the same as classic, either.

The whole discussion was sparked by me saying that Lip is better known than Prince Sable, whom I've said was considered being a possible retro candidate, akin to Takamaru. And suddenly Boss Doggie said "but Little Mac!!".

Finally, even if Little Mac and Palutena (and I guess the 2 third party newcomers) are considered as retro characters, I would argue that doesn't mean we can't have more retro characters.

I still remember taking a walk around the block after the Villager and Mega Man trailers, happy with those characters but mildly disappointed with the Smash reveal. The game was just missing something. It wasn't the mere shortage of newcomers compared to the Brawl reveal. It just needed... something more.

Then I came back home, logged online and saw the headline that Wii Fit Trainer was in Smash. I did a double-take... then a triple-take... then one of those really racist double-takes you see black people doing in Three Stooges, 'cause those were "simpler" times... and even now, in 2014, I still remember that magical feeling of "Sakurai you magnificent bastard."
