You need 300 posts and must have been three months a member (but not approved necessarily).

A great way to get a tag is to have the same avatar for 10 years, get a tag referring to the avatar, and then change your avatar immediately so nothing makes sense.

Getting a tag that links to a ga-forum post that no longer actually links to anything or a taken down Youtube video is also great.

One of my tags used to make fun of me comparing me to cobra commander, with a link to an animated gif they made, and they even spent the time to host that on the GAF servers. They also forced my avatar to be cobra commander and I couldn't change it.

I forgot the details of the animated gif, would be great if someone still had it somewhere.
