We have no idea. It's probably just a roster showing all the confirmed characters so far (except it's missing Lucina for some reason...?)
Also, that image proves the CSS background is just going to be plain. I dunno why people thought there would be some sort of majestic design for it with so many characters filling the screen with the full roster -- it would be a waste of graphical design to put anything there on the background.

Thats Shulk's armorless (or nude armor) state. Since Xenoblade has character appearance change when different armor is equipped every character in Xenoblade, when fully de-equpped or equipped with special armor, has a model that is essentially their underwear/swimwear.

Nah, I doubt the starting roster would be that abundant.
Oh well. It's not going to kill my liking of the game, but the rest of the UI looks so good. Maybe it has subtle animation that doesn't make it look so basic.

Considering from what we've seen in the leak, and the ratio of unlockable characters to starters, it's actually not that far off. Still have, what, twelve characters hidden? Possibly more?

Kind of hope not. I know it's not a popular opinion but I'd rather have a smaller starting roster giving me time to try out the initial set before working my way through the complete roster. I would supplement this by making it quite easy to unlock other characters. Basically a bit like Mario Kart 8.

Interesting that Lucina's not on the starting roster, none of the other revealed characters are unlockable according to that, right?
