You can definitely edit your region, at least. The only locked cells are the shaded ones.

The editing history of the spreadsheet is saved in GoogleDocs, so if you think someone did inject themselves you can probably figure out who it was. I don't know what you'd do with that information once you had it though ...

At any rate, it's locked now, so no one should be able to do that again.

I cannot even modify the region column. Completely locked for me. Luckily a cool user saw my post and updated it for me (you maybe?).

However either way it is no longer necessary because the very kind Spinoff90 has sent me a code, I should be all set for when I get home in a few hours.
