Woke up a while ago and yeah, I don't know how my luck was like this for the past week.. Lv30 on Friday with the gear a few days before that, then Monte Carlo and Hard Light from legendary engrams as well as Atheon's Epligue on my Titan VoG run in less than two days:

No, it can be 2 energy instead of shards, but you do have a chance to get legendary engrams from doing that now.

Considering you'll probably have other armour pieces that can pick up the slack on the Intellect side, those new boots are definitely the better option. Sucks your old ones were fully upgraded though
