Nah it works, you just can't open it while logged into a non-Japan based PSN account. Open it in an incognito window (if in Chrome), or whatever the privacy mode of your browser is.

Does the Vita version have WO3 have CoOP or anything? Would be nice to play with a friend
Yeah because a few hundred people downloading a game must really be a strain on their servers, right? It's not like speeds have been slow just today either. They've been like this for weeks. It's unacceptable

My speed is like a fraction on yours. Add the vita slow down and you'll know how I feel.
Such a privileged speed holy shit, but I'm sure that there are people enjoying speed at a much faster speed than yours.
Try using a different DNS server, which should connect you to a different PSN server for downloads. It's working fine for me.
What about more games?

Interesting, Monster Monpiece and Senran Kagura Shinovi Versus both work on PS TV (the second said it didn't, then relaunching again worked, without an update), neither is in the US compatability list. Also, Monster Monpiece doesn't seem to have actually gotten a patch and I don't believe it's been certified, as there are some rather hilariously unfortunate situations where the d pad can't select some menu items for no real reason at all, you have to use the touch pointer.
Monpiece is perfectly playable BTW (rubbing is fairly difficult as right stick is needed for rub AND to move the camera, also it displays "vertically", but the minigame is simple enough this is okay), so I really hope they don't remove it or anything, but I really doubt it passed certification. It takes a couple minutes of bumbling around the most basic UI to find a few things buttons can't do.

5pb USA was only formed fairly recently. All they've done are some corpse party and phantom breaker localizations.
