Given what he looked like on the EW cover, I wonder what the transition from "robot Ultron" to "human face Ultron" is meant to be. Might be that the human faced one is only near the end of the film in the climax (no strings, bro).

So, I thought that Ultron was a program created by stark, after he destroyed his suits in IM3, to police the world. Then he included an insurance policy, which would allow him to destroy any avenger if they got out of hand. Obviously, Ultron is using these commands, hence the specialised Hulkbuster looks like an IM suit.
