I think he actually did though. I might be mistaken but I don't think that EX headbutt came out immediately. Plus the headbutt has more start up so it's more likely to catch Fuudo after he already delayed his jab into rekkas.

Honestly he should have just gone for a cross up immediately into rekkas. He would have chipped him out with a block string or the rekkas would catch the dash or headbutt to try and escape.

I think he was trying to go into a meaty jab into rekka for the chip, so the only option Rog had was to do the ex headbutt, so the i frames would go through the meaty. I do agree that he should have done something to try to avoid Rog's reversal headbutt, because Rog seems the type to pull something crazy last second.
