It's a licensed Dynasty Warriors game. Buy it if a) you like the license and b) you enjoy Dynasty Warriors games. It'll probably be the prettiest adaptation One Piece has ever gotten, and there's likely to be tons of characters to unlock and cartloads of overpriced DLC to pay for as you beat up hundreds of bad guys. If neither prospect appeals to you just skip it, don't feel pressure to buy it just because.

i actually think it's not that good a game either and probably would have regretted buying it on 360 or ps3 too

I've heard otherwise regarding it running well, with people unable to lock down 60 FPS on decent PC's. But the button config issues sound bad as well. Hopefully they get all that sorted out for future releases like this one.
