Eh. Just assume that they're dressing not to impress you or anyone else, but because they like the style. In tandem with this, assume that they would appreciate a little bit of actual restraint, coupled with basic human dignity.
 
I agree with what has been said already - looking is fine, staring is really not okay. Don't be a rude jerk, plenty of guys aren't.
 
Reminds me of that Wedding I went to, my friend's brother GF has big breast and was wearing a dress that had her breast pretty damn exposed, she was sitting at the opposite end of the table, so yeah shit was difficult not trying to look. It's like an instinct thing, the harder to try not to look your body insistingly forces you to take a look. By the end of it, my eyes were crossed eyed.

I don't stare but I will sneak a few glances and make use of my peripheral vision.

I find large breasts extremely attractive so not looking at all is very difficult for me.

When a well endowed woman wearing a loose low cut shirt bends over within view I have to put forth an effort to not let my eyes linger.

I always try to be respectful and maintain eye contact during conversation though.

The polite thing to do is be obvious about it. Look in a woman's eyes when she's speaking to you, but as you respond and your gaze naturally wanders, don't fight to hold on to what you're saying. Just trail off as you stare openly at her breasts, and say "...I'm sorry, I lost my train of thought. You have spectacular breasts."

This also works for girls/guys in tight pants, but never say it about a girl's lips, tongue or teeth (too sexually aggressive), eyes (too cheesy), nose (she'll think it's a lie), hands (she'll be nonplussed), or feet (she'll view you like a whale views those gross little fish that eat the garbage that gets stuck to its whale-skin).

I think that's the real takeaway here. I'm always stealing glances when eye contact is broken and I do it on the sly. Do I get caught sometimes? Sure, but not very often.

I do find that if the view is nice enough, I DO have to fight my urge to look. And I sometimes do fail. I can understand what some guys mean when they say it's part of their "nature". Sometimes, you just don't even realize. It actually takes some effort not to look but I don't even think it's a sexual or "creepy" (I fucking hate that word). It's pure desire. The feeling you have as a human being to simply look at something you are fundamentally interested in. Some are just better at not giving into that.

1) I dunno. Plenty of things are fashionable that don't require showing some skin.

2) Plenty of things are comfortable that don't put your boobs on display.

3) Wear a t-shirt? For males, the only time a guy wears something like speedos is if he wants people to notice that he's wearing a speedo (that or he's part of a swim team or something)

4) Again, there's plenty of things women can like which wouldn't result if exposed boob flesh.
 
It shouldn't be wrong, but it is.

We don't live in a perfect world where sexualization and objectification are equal for men and women. Because women tend to deal with that much more often, and some women deal with that every day of their lives, looking at a woman's breasts is not the same as looking at a guy's haircut, or looking at a woman's knees.

Just like how the N-word carries more weight than other words, because of history and inequality, looking at cleavage carries more weight than looking at any other body part.

Exactly how many seconds can I stare at a massive miscellany of mammaries before I'm considered creepy?

This is important.
