If the woman notices you are doing it wrong
There aren't nearly enough pics of boob cleavage in this thread.
We need the cleavage equivalent of the Nash Equilibrium. In my opinion:
As noted, the complicated element here is that some women like to be noticed -- even stared or gawked at -- and some women very much do not. Further, it's not as simple as "these women want to be gawked at all the time, while these other women never want to be gawked at." It depends on situation and mood, as well as on the woman generally.
Figuring out who is who takes a modicum of contextual understanding, but not too much. For example, a woman wearing a low cut shirt in winter is much more likely to be seeking attention than a woman who is wearing a low cut shirt in summer. A woman wearing a low cut shirt at a bar is much more likely to want to be noticed than a girl wearing a lower cut shirt at work. Even something like camera angle on Twitch matters; a woman wearing a low cut day shirt with the camera clearly angled at her breasts is far more likely to be seeking attention than a woman who has a more straightforward camera angle or who is wearing her pajamas on twitch but which may show a little cleavage anyway.
I know this is frustrating, as it's far easier to have a simple formula, or to have someone explicitly tell you that behavior X is okay in these situations or here is a list of situations where behavior Y is not okay. Unfortunately, human interaction relies on context and body language to produce a full understanding.
Inclined to agree with you.Holy. Shit.
Time to abandon thread.

I don't stare but I will sneak a few glances and make use of my peripheral vision.
I find large breasts extremely attractive so not looking at all is very difficult for me.
When a well endowed woman wearing a loose low cut shirt bends over within view I have to put forth an effort to not let my eyes linger.
I always try to be respectful and maintain eye contact during conversation though.
Dave where do you work that that's acceptable behavior?
In a science lab with buckets full of ice ready to use...
(I'm on friendly terms with the ones I do these kind of jokes)

I love Vert too, I just couldn''t miss this chance to avatar quote you!
Peripherals...
A peek if you are attractive is fine and it's a compliment, if you are ugly it's rude and you are a creep.
Can someone post a cleavage gif?
I need to test my peripheral cleavage spotting skills.
The worst is when youre behind a girl going up the stairs. So freaking hard not to look forward.
Butt or vag cleavage in yoga pants bro. Come on.Why would you see cleavage walking behind her?
Is this the person you're walking behind?:

Gotta love Annie's boobs.
But we weren't talking about his post. We're talking about yours.
And the main point here, that still stands btw, is that there are plenty of reasons a woman would wear a low-cut top other than "HERE GUYS! LOOK AT ME!"
Just off the top of my head:
1) It's popular. Just go to the women's section of pretty much any department/retail store. Unless it's Fall/Winter attire a lot of the clothing for women feature cuts that show some cleavage. It's more socially acceptable for women to show cleavage for a multitude of reasons, and because of that it's popular. For that reason you can have a lot of women buying low-cut tops and never once thinking it's for a man's benefit. It's just what they see other women wearing.
2) It's comfortable.
3) It cooling in the summertime.
4) They like it. And whether or not a woman likes something often has no basis in what the men around her like.
