Yeah, who knows whether it's just a stylistic effect, or whether there's a narrative reason for it, but it's not a style I've seen from a post-processing lighting effect before, as it would have to grab the geometry that was already rendered behind the character and then apply that to the final image. So my money is on characters in the game (maybe NPCs also) having some additive blending mode applied to them.
