We're nearly two months and half before wave 4 official release date, and based on what I understand from serial numbers on figures, they will not begin producing them before a couple of weeks. There's also something like a dozen unreleased figures in most places...
At this time, I'm not sure retailers can even place orders, and I wouldn't be surprised that Nintendo hasn't even decided which quantities they will produce for each, let alone began allocating them. I'd say most retailers are simply waiting to know how many Amiibos they'll be able to order before opening preorders. Cancellations are bad press.
That being said, I'll be cut from the internet for a week starting circa next friday, I fear they choose this period to open preorders.
