As someone who still regularly plays the game, pretty much exclusively for the Crucible, and who has thought that the raids weren't particularly interesting, fun, or challenging, beyond the first time you play them, I'm actually quite excited by this. For me, the best part of the PvE has been the moment to moment combat situations with escalating enemies and not the giant boss fights or running from enemy segments you find in the raids.
They could design some great combat around this arena idea, and as someone who thought Firefight was great, in ODST especially, this could be the most fun PvE content in the game yet. If they can capture that modes' essence of challenge and add some fun modifiers to change up the variables of the mode, it could enable some serious replayability. I do think it would have been nice if they would have designed the mode for 3 to 6 players, and just scaled the challenge appropriately based on the player count, but I personally think the game is more fun playing with 3 people rather than 6. It's just more intimate I feel.
I'm still getting this pretty much exclusively for the PvP maps, gear, and guns though. People outraged at the $20 price tag almost assuredly never played Halo multiplayer I think. If there wasn't exclusive gear and greater odds at Exotic items, I actually wonder if people would play the raids ad nauseam 'for fun'.
