He does say that but there is a slight pause/delay between "sister" and "has", for emphasis.....

......this pause wasn't in this narration....

.....either it was edited intentionally (meaning they may have blended in old dialogue from ROTJ with 1 new line from TFA, "and you have that power too") or..........the person narrating isn't Luke!!!!!!

"you have that power too" is from Jedi, just before the family part.

It didn't really show anything particularly interesting to me. Felt like another teaser, a series of random scenes one after another, I don't see anything worth getting hyped over. I'm honestly reminded of the Crystal Skulls trailer in that it was propelled by heavy doses of nostalgia and music from the old movies. Everyone thought that thing looked great too.

I think the lightsaber is actually being handed by Rei or some handmaiden up to Leia. Leia is the one taking it. Look at the matronly clothing, the thicker hands with wrinkles. Someone must have found the saber in that building or somewhere else and is handing to her. Looks like Luke's original.
