Totally. I mean, according to the new writer (or Tabata), the original game was supposed to not have closure because the story was to be told through multiple games. For a game that took so long to develop, yeah, it does paint Nomura as having way too much ambition. He should have lowered it a bit, made his one game to stand on its own, and then, if the game is a massive success, follow through with sequels and a world-building mythology of some kind.
I'm pretty sure Nomura was quoted several times stating that the first game would have closure on Noctis' story, but there would be sequels to flesh out the actual lore and build on top of the universe/world of XV.
