Usually corporations and PR people will ignore requests they have no intention of fulfilling. But if you know the request is going to happen, then PR people can acknowledge the request (not saying they will or will not do it), and then when it is announced they can turn around to the community and say "See, we listened! "

Now, is this conclusive proof it's happening? Far from it. But Major Nelson replying a tweet that wasn't directly sent to him to acknowledge the request is a possible hint.
