In the five Spider-Man movies, Peter has fought the Goblin in three of them. And Harry was the Goblin in two of them.
I don't think we'll see Goblin right away. But we might see Doctor Octopus again.
Personally, I would rather see Peter fighting Mysterio. I think special effects have gotten to the point where you can do Mysterio properly.
(Kraven should be used as a bit player for Peter to defeat easily. That way, you can establish who Kraven is before doing some variation of Kraven's Last Hunt.)

There was no incarnation of the Green Goblin in SM2. Harry was antagonistic to Spider-Man, but it wasn't until the end of the movie that he discovered Norman's little workshop.
In TASM, there was no incarnation of the Goblin. There was OsCorp, but that's it.
Assuming I'm remembering all of that correctly. So that's 5 films, and there was only a form of Goblin (Green Goblin or New Goblin) in three of them.
Mind you, I'm not disagreeing, just keeping it in perspective.

But ASM 2 is the latest Spider-Man movie, and did feature Harry going Goblin and fighting Peter. It feels like we see Peter fighting a Goblin every other movie. And considering we saw Peter fighting Harry in the last one, we should hopefully be skipping a Goblin battle in the first film of the new incarnation.
(Like I said, I would love to see Mysterio. But we'll probably see Doc Ock again.)

I would love Kraven, but as many have said, it requires Spider-Man to be established and Kraven to be known and have a history with him. In order to get the real impact, you need a minor villain that Spidey had a tough time with on his own, so Kraven can prove himself Peter's better. Granted, you could replace that last bit with a random crime boss or gang, but it wouldn't have nearly the level of impact.
Kraven's Last Hunt is quite literally a perfect superhero story, in my eyes.
As for other villains, I dunno. Hydroman? Mysterio would be good. Or one of the symbiotes, though Carnage requires Venom to already exist.

That's effectively what Kraven's Last Hunt was, though. Kraven always got bopped, and then here comes this real as fuck storyline with this minor joke villain.I think the way to do Kraven is what they did in the Ultimate Spider-Man comics. Have Kraven come off as a joke that Spidey just trashes in their first encounter. That way, when Kraven comes back, the audience wouldn't expect him to be a dangerous opponent.
(The producer that was pushing for Venom isn't involved in Spider-Man films anymore. So I don't know what the odds are on Venom and/or Carnage appearing.)
I just don't think that Kraven's biggest story could effectively be replicated or translated. They'd have to change a lot of it in order to work it, which I'm perfectly fine with. Film is a completely different medium and it's exposing the character to a whole new audience, so if they can find a way to do it, great. Otherwise, I'd much rather them leave it as is.
Best way to do it would be to make it the final film of a trilogy.
Mysterio would be a good bet. Maybe Vulture or Scorpion (though Mac Gargan is the eternal jobber).
Man, can you imagine audience reactions to Kraven's Last Hunt if they don't know about how it ends. Kids leaving in tears and parents being disturbed. It would be awesome.
As for other Spidey villains, after Mysterio I really want Shocker to show up at some point. They could maybe treat him like they did Batroc in Winter Soldier. Have him be the opening villain that gets put down quickly.
Also, they can cast Kaya Scodelario as Black Cat.
