I think that statement was mostly referring to gameplay. Even if it wasn't, Urien isn't really all that visually similar to Necalli.

On another note. I love this characters design because he falls into the Illuminati category with Gill/Urien. You just know that this is where the story is heading into. He fits right into the universe. Which is why I love the character design a lot more, definitely unique and better designed from the newcomers in SFIV.

I know lots of people (myself included) that really like his design, and it fits perfectly with his demi-god persona.
Actually, I wonder how Urien would fare in this game. Doesn't his entire viability in 3S depend on charge partitioning and Aegis setups after hard knockdowns? With the reduction of hard knockdown opportunities and the presumptive absence of charge partitioning, he'd have to be changed up a bit I would think.

They are definitely going with the color theme for all characters (everyone has a unique color). Now time to try and guess what character reveals we will get based on that one image with all the revealed characters again and the color streaks...
I'm getting the vibe that this new character is a runaway Gill escapee or trained by the Illuminati to become the next Gill but ran away and is now going rampant. Maybe Gill is dead in the storyline and Urien is nowhere to be found/he is searching for this guy.
Capcom has lied before to keep surprises. For all we know there might be 17 characters but they aren't mentioning the last one since its a "last boss" type character that can be unlocked. It would be dope if they did that, I got goosebumps the first time I saw Akuma destroy Bison and was the actual final boss.

Definitely looking better compared to the initial tease. Kinda looks like last boss material, but I'd be shocked if they revealed him that early.

I don't mind the hair concept but it needs tweaked. I don't like how the dreads look or lay. I also don't like how outrageously long his hair is once it is unleashed. It is okay that it is long and flowing but it simply takes up too much room on the screen at times. I think his wild hair flowing look is cool though. In fact, I would just drop the dreads altogether.

Whenever a game uses "middleware," I expect mediocrity. Just see how poor TLOU looks.
smh @ the Crimson Viper hate on the last few pages. What does this new character having a Seismo skill have to do with her not getting in? That might be the only similarity they share.
Ryu and Ken are really similar and both throw fireballs and they're both in.
I'm holding onto hope for C. Viper's return.

And why does his hair randomly go from huge, snakey dreadlocks to completely flat? Like in the above gif, his hair looks totally different.

I rarely care about these kind of things, but here goes. His V Trigger is called 'Torrent of Power', which is a loose translation of Satsui no Hado (usually translates to 'Surge of Murdereous Intent'). Story mode will involve him being experimented on by the illuminati who gave him it etc etc etc.
