I would laugh if Geki, Retsu, Lee, Joe and Mike returned. Everyone but them made it out of SF1 so I think a redesign a la Birdie might do them some good.
 
Cody is the most powerful character in Street Fighter other than Oro. He fights with handcuffs and still wins. Even Akuma recognizes his power and Akumas sole purpose for existence is fighting powerful people.

Isn't Ingrid some space alien that created the SF universe or something like that?

The top power levels in Street Fighter series go as follows:

1. Cody
2. Spot intentionally left blank to show a large contrast between the first and second strongest.
3. Ingrid
4. Oro

Is this just going to be repeated forever without basis?

Sakura's look in the games has always been based on her Alpha incarnation. But that doesn't mean they are 'scared' to change her look. If they were, she would not have a different look already in existance

The basis is she should have been in her 20s for SF4 but they wrote a reason to have her keep wearing the school uniform in and turned her into the "Eternal School Girl".

Yeah I understand, but why not make them a Sean-style variant of those? If Makoto and the others don't make it in this might be an option.

Oh and who supercedes Joe? There's gotta be someone... Guile?

I'm saying Guile will be in at some point and they changed up Nash because of that.
Nash has most of Guile's command normals though. He's only missing upside down kick.

I agree. A major reason I could never get into 3rd Strike. Shit designs.

Unpopular opinion: the SF3 cast was pretty boring for the most part. If it was up to me, I'd only bring Makoto back. For returning characters, I'd prefer more Alpha, SF1, Final Fight, Rival Schools, Ingrid, etc.

Yup people are crazy. SF4 is the ugly duckling of the bunch. The later character additions in SF4 looked slightly better, but the Vanilla cast just looked terrible.. Case and point how much better Viper looks in UMvC3 compared to SF4..

Agreed, not a fan of the art style in IV. V is looking so beautiful though. Much more vibrant colors while appearing a little more realistic. It's a nice balance.

SF4 has bad "new" characters, but SF3 was hit or miss at best.

I have no desire to see Necro, Oro or Twelve in another Street Fighter again and no part of me misses Remi or Sean.

This makes me cry a little.
Anyway now that Nash and Guile's play style are very much different I expect him to return at some point. Maybe even with a new special move
(it will probably never happen)

El Fuerte is the best, and it actually saddens me that I don't see such a deliberate funny design making it to SFV :(

I dont have the link- a youtuber who's super into the collectibles side of thing noticed him coming up as a new statue- he believes this points to him being in the game because Ono/Capcom are known to want merchandising focus on SF4/SF5 characters- not characters that they're not using at the moment.

Alex's statue is slightly altered from his 3S look, which is a giveaway that something's coming down the pike w/ him.

SF4 had some really cool newcomers IMO, like Fuerte, Viper, Juri and Abel. Those four alone outnumber the SF3 characters I like (basically only Makoto, lol). Then the bad SF4 characters are not as bad as Oro, Necro, Q, Urien, Remy, Twelve, Gill, etc.
 
I mean karin is like a lock and sakura is one of the most popular characters.

They changed Nash to be a rush down character. So now Remy is irrelevant from a gameplay and story prospective.

I think none of them are coming. Only way to say I'm wrong is if it never comes to pass. But I am confident no Karen. :P

Add Ibuki and I'm basically with you in terms of returning characters I want to see. If I really want to play anyone else I've got USFIV.

Couldn't disagree more. I think SF4's newcomers are mediocre for the most part. Juri is pretty good, but she could use some tweaking. Viper, Abel, and Hakan are alright, but I wouldn't miss them if they were never in a game again. El Fuerte is the worst character in SF history as far as I'm concerned and I would be willing to pay to have him patched out of Ultra.

Opinions are nice.

Just like everyone else who didn't change their outfit in 4? And the SF3 characters who arent even supposed to exist in the game? She's still 16 in that game, it was an all stars game with no real basis in story.

I'd take an avatar bet, or even a ban bet that if Sakura does show up in this game, she will be looking like this.

They remind me more of Alpha characters. After 2, no game went back to the paper thin stereotypes
 
It's probably because the 3S characters were ported with compromise while newcomers were built from ground up around the SF4 system. Some of the OG SF2 chatacters also suffered from this: e.g. Dhalsim, DJ and THawk

He's like Viper, gimmicky vortex gameplan that is just not fun to play against

And his design is completely unremarkable.

He has probably the least creative luchadore costume design I've ever seen.

He isn't funny and his attempts are grating at best.

His gimmicky playstyle is awful to fight against and boring to watch.

Agreed. That's why SF3's designs are so divisive.
There are a lot of designs that I love in 3, but the few SF charas that I really don't like come from 3, too.
Myself I like the "archetype" kinda designs - and the fun, goofy chars - more, but then again opinions.
