To be clear, I really really don't think region (in regards to US) is a factor at all with who gets in and who doesn't. I think it's just first come first serve.

Yes you can, I was doing it all night with Ryu. What they took away from the looks of it is the range. With Ryu I could still do cr. LK, st. LP(which hits crouchers) and link into almost any button. But cr. LP doesn't have enough hit stun to link into anything. So you have to be close to your opponent to do light hit confirm links. Even then you could just mash out 3 light chains and special cancel the last one into DP for example. I never did that in a match but it works since I tested it in training mode.
